Volume up and volume down clarification

I was searching the forums for a way to scroll up and down the master volume and found this thread: http://www.tcbmi.com/strokeit/forum/read.php?6,4804. Would I implement this like its any key on the key board or do I have to run this keys.dll? Also any details on implementing this would be apreciated.
