how to add hotkeys without executing them?

Hello,
I want to add WIN + L and CTRL + SHIFT + ESC shortcuts as hotkeys but before stroke it recognizes the hotkey combination, windows executes that command. Is it possible to add hotkeys without executing them?

you have to use the command 'keys - send keystrokes'
