The problem with this is that there is no easy way to detect full screen programs because windows doesn't actually have "full screen windows," instead it's just a normal window that happens to be resized larger than the visible screen area.
Furthermore, many people use full screen web browsers, text editors, and publishing tools that they would certainly want to be able to use gestures in.
The best way of doing this would be detecting whether the window is a DirectX/OpenGL window, which should find most games. Unfortunately, I don't know of any way to detect DirectX/OpenGL windows without adding a significant amount of overhead (the detection would need to be run every time the gesture button is clicked over a new window)
If anyone has some good ideas for coding this, I could be persuaded to add it.
