I think this is already here ...

StrokeIt - Command Editor

Edit -> Preferences -> General

[ ] Run StrokeIt when Windows starts

No, that prevents StrokeIt from loading at startup. What I mean is that it should be able to start disabled (in red, as when you right-click the toolbar icon).

Then, you only have to click the toolbar icon when want to use it (no need to go to Start>Programs>.... or put an icon in the QuickLauch bar)

change the start command to strokeit.exe -disable
