How do I enter numbers pressed on numeric keypad

Hi,

I want to add a gesture for inserting German quotes (Alt-0132 and Alt-0147), however, it doesn't work. I tried variations of Keys - Send Keystroke with [ALT_DOWN]0132[ALT_UP] but to no avail.

What would be the correct command?
