Hopefully someone can tell me if this is a bug or if I have something weird going on with my Windows 2000 machine.

I have the following defined for Outlook Express:
Select [Down] {
gesture = I
Shift Down = keys, hotkey [SHIFT_DOWN][DOWN][SHIFT_UP]
}
Select [Up] {
gesture = I Reversed
Shift Up = keys, hotkey [SHIFT_DOWN][UP][SHIFT_UP]
}

These two gestures work fine in Windows 98, but do not work on my Windows 2000 machine. Any idea why?
