Run command no longer opens files

The Run - Run Program command says "open the specified program or file" and indeed it used to open a file according to its type, but it no longer does. Now it only runs programs.

I also noticed that it doesn't seem to run iexplore.exe (I verified the path is correct) although the command Internet - Run Web Browser works.

This still seems to be true with 08/16.
