Mouse wheel not working

I have a Microsoft optical mouse and Vista x64, and the problem is that when I assign some type of action with WHEEL_DOWN or WHELL_UP, nothing happens; but the MBUTTON_UP and MBUTTON_DOWN work fine.

im on win7 64bit WHEEL_DOWN sometimes works sometimes doesnt... MBUTTON_UP/DOWN dont work at all and neither does WHEEL_UP

i have to correct myself, i didnt realize i was using .9.5 , now im on .9.7

what now works is ... mbutton up/down & wheel up
*what doesnt work correctly* is - wheel down .. (when wheel_up is not binded) does nothing
when (wheel_up IS binded) it acts as wheel_up

or it will pass Whl_down after passing _up actions...
if say class: is chrome wheel up is hotkey alt-tab and wheel down ctl+tab (tab switch)
it will switch windows on first alt-tab pass on second alt-tab pass it will switch back to chrome and will switch tab
