how to open a folder in win7?

when I use the command "run program" to open a folder
It will start a new process "explorer.exe" to open the folder
and after closing the folder,the process never exit.
after a few times,there will be many "explorer.exe" in system
It won't hapen in xp,but only win7
can this problem be fixed?
